It looks like an ancient message written in Ancient Smignesian. Fortunately I kindof understant Smignesian. I'll give translating a go...

Doesn't make 100% sense to me, but I'm sure it's some sort of distress signal from a Smignetese. We should take action, I'm going on strike for the rights of oppressed Smignetese people!
